Assistant Executive Director / Energy Policy Director
Mr. Skaling is assistant executive director for the Alaska Energy Authority, where he directs energy policy; serves as representative for Alaska’s state energy office to federal, tribal, state and local agencies and utilities; advises on energy programs; and oversees the Power Cost Equalization program. Mr. Skaling provides guidance on multi-agency policy development and program implementation to achieve AEA’s mission and improve energy systems in Alaska.
He joined AEA in 2009 as manager for the agency’s energy efficiency and American Recovery and Reinvestment Act programs. In 2012 he was appointed deputy director of alternative energy and energy efficiency, overseeing energy efficiency, renewable energy, and emerging energy technologies.
Prior to AEA, Mr. Skaling served as executive director of Green Star for ten years, where he innovated environment- and business-friendly pollution prevention and energy practices. While leading Green Star, he was named one of Alaska’s Top 40 Under 40 and was awarded ALPAR’s President’s Award for Outstanding Service.
Originally from Maine, Mr. Skaling received his bachelor's degree from Colby College and master's degree from the University of Colorado Boulder. He moved to Anchorage in 1996 after spending summers in Juneau during college.
