Alaska Small Cities Energy Efficiency
and Conservation Block Grants (EECBG)

The Alaska Energy Authority is distributing $5,180,490 of American Recovery and Reinvestment Act (ARRA) funding to up to 142 eligible Alaska cities and boroughs (hereinafter called "Cities") in the first half of 2010.  Projects must be complete by August 2012.  This funding supports energy efficiency and conservation improvements to public buildings and public facilities.  There is no matching fund requirement.  City allocations range from $10,600 to $227,800 based upon population.  To assist small Cities, Alaska Energy Authority is providing an “opt-in technical assistance” option, which will provide Cities technical assistance with energy audits, retrofits, reporting and other aspects of the projects.  Reporting requirements include financial reports, narrative reports, jobs created or retained, energy saved and other measures.  All ARRA requirements are in effect, including Buy American, Davis-Bacon Wages, National Environmental Policy Act, Whistleblower protections, historic preservation and others outlined in the provisions.

Request for Applications (RFA) for the Village Energy Efficiency Program (VEEP)

The Alaska Energy Authority is seeking qualified energy efficiency service providers apply for funding in four regions of the state to make energy efficiency improvements in 21 Alaska Communities through VEEP.  This program is ARRA funded and very similar in design to the Alaska Small Cities EECBG and shares many of the same forms and support materials found on this web page.  Below is the RFA and supporting materials.  Due date for applications: August 12, 2010.

RFP for Technical Assistance Service Providers for Alaska Small Cities EECBG

The AEA is seeking qualified service providers to assist 55 "Option 1" Cities to identify and implement energy efficiency improvements to their public facilities. Below is the request for proposals and the related appendices. Due date for proposals: Extended to August 12, 2010.
