     b.  Meeting notes published to AEA’s website
     c.  Participation and feedback from stakeholders incorporated into
          meetings

2.  Make progress towards defining the permitting process
      a.  Biological
             i. Fish
            ii. Marine mammals
      b.  Physical environment
             i. Sedimentation/scouring
            ii. Hydraulic changes

3.  Make progress towards defining and solving technical problems
