Grid Resilience Formula Grant Program - IIJA 40101 (d)

40101(d) Grid Resilience Formula Grant Program Application Period is Closed

The solicitation period for applications to the Grid Resilience Formula Grant Program (Program) is now closed. AEA would like to extend its sincere thanks to all who applied under this second solicitation. As this was a competitive solicitation, AEA evaluated and scored all eligible applications in accordance with the Request for Applications (RFA) and selected three projects for award. The selected projects were submitted to the U.S. Department of Energy (DOE) for review and approval in October 2025.  In April 2026, AEA received DOE’s formal approval for the three selected projects. These projects selected for award are funded through DOE’s $17.6 million formula allocation to the State of Alaska under Section 40101(d) of the Infrastructure Investment and Jobs Act (IIJA) for the third federal fiscal year of the Program.  AEA does anticipate issuing a third and final RFA under the Program, however, the timing of the solicitation and amount of federal funding to be made available for funding of selected projects is not known at this time. For more information on the 2026 awarded projects, click here.

Grid Resilience Formula Grant Program Overview

The Grid Resilience Formula Grant Program, funded through Section 40101(d) Formula Grants to States & Indian Tribes of the Infrastructure Investment and Jobs Act (IIJA), is administered, at the state level, through the Alaska Energy Authority (AEA), as designated by Governor Mike Dunleavy. This national program provides $2.5 billion in formula grants to States and Indian Tribes to improve electric grid infrastructure resiliency against disruptive events. AEA’s administration of the Program is exclusive to those Federal allocations to the State of Alaska over the Program’s five-year funding period; Alaska’s Tribal entities have been allocated their funding directly under the Program. AEA anticipates issuing a third and final Request for Applications (RFA) of similar form and scope to solicit and select projects for funding Program. The timing and amount of funding to be made available via this solicitation have not yet been determined.

To date, the State of Alaska has been awarded $39.8 million under the Grid Resilience Formula Grant Program. Through AEA's two Requests for Applications (RFAs), issued in January 2024 and June 2025, respectively, six projects have been selected for funding.  Information on those funded projects is available via the projects map link below.

All information related to AEA’s 2025 RFA is posted below.  Please refer to the 2025 RFA and the accompanying supplemental documentation for details relating to the Program.

Please be advised that any and all amendments/changes to the RFA and/or related forms will be posted on this website.

For applicants who submit a full application to this RFA, AEA and/or DOE may contact such applicants with additional questions and/or matters of clarification as part of the review and evaluation.
